Job Description:

SCOPE OF SERVICES

The PSM Manager is expected and required to:

  • Responsible for procurement of medicines, health products, Nonhealth products, Office equipment, and other miscellaneous items as per PSM plan, according to the GF guidelines; ensure that all procurement is within the budget limit.
  • Forecasting Development of forecasts for items to be procured in a project, preparing PSM Plan (Procurement and Supply Management Plan) for the projects and also preparing reports to monitor the procurement and supply management schedule of the project.
  • During the establishment of new NZ CoPC+ procurement of all necessary items (furniture and fixtures) from their local market after collection of rate and quality survey and price comparison.
  • LFA/ Donor/Supplier Coordination Coordination with LFA/ GF team for review, approval, international procurement or any other information.
  • Effective communication skills to collaborate with suppliers, donors, and other stakeholders.
  • Develop Procurement System & Policies for smooth procurement, (RFQ, ITB, and Proposal) & preparation of specifications, evaluation report and contracts for suppliers.
  • Upgrade and revise procurement policies to ensure that these are up to date and are being properly followed and monitored.
  • Ensure proper maintenance of procurement and supply management data and prepare different reports for higher management in making key decisions regarding future plans.
  • Support in procurement and supply management training for warehouse & CoPC Staff Supervise team during preparation of comparative reports for selection based on price, quality and value; guide in updating and recording procurement data.
  • LMIS & PQR Reporting Responsible for updating LMIS (Logistics Management  Information System) and PQR (Price Quality Reporting – Global Fund) software as per the requirement of the donor.
  • Maintain all procurement records separately for each procurement, check all records to comply with donor requirements Coordination with Admin for delivery & warranty of procured item. After receipt of Goods from the supplier, the delivery and warranty issues are coordinated with the admin department for quick and timely services,
  • LSP Distribution Conducting quarterly LSP Distribution as per shared plan.
  • Comprehensive knowledge of procurement and underlying practices/procedures.
  • Ability to implement strategic sourcing initiatives analyze market trends and identification of cost-saving opportunities.
  • Ability to lead and supervise a team, provide guidance, and manage performance.
  • Ability to prepare reports using MS. Office Packages and PowerPoint; and preparation of SOPs.                                                                           
  • Experience in managing procurement and logistics management activities of health products. Budget and Grants Administration, and compliance
