Job Description:

OVERVIEW OF POSITION

 Action Against Hunger is a leading organization globally focused on eradication of hunger and malnutrition. Action Against Hunger is seeking a Health Manager based in capital office at Islamabad.

 

The position will work under the guidance of Deputy Country Director. The position will support the establishment of health department and to create guidelines in performing its functions on day to day basis. This position is expected to spend 50% of its time in the field.  Where the staff member will visit stakeholders in health sector, meet donors, seek funding opportunities and represent Action Against Hunger at various forums.  This position will also support country and provincial level planning with regards to project interventions.

OBJECTIVES

Objective 1

To support Health section of Action Against Hunger in smooth functioning through alignment with the needs in health sector and according to Action Against Hunger policies.

Tasks & responsibilities

·         Identification of strategic thematic areas of intervention with regards to health sector for Action Against Hunger in conjugation with government of Pakistan needs, policies and priorities.

·         Provide support to grants section in generating high quality proposals, project narratives, budgets and monitoring frameworks.

·         Proper follow up on the context and recommend actions/solutions according to the needs of vulnerable population.

·         support and validate the implementation guide for relevant programs implemented in the field including assessment, surveys, implementation etc.

·         Strategies the use of appropriate techniques and materials for creating awareness regarding health and malnutrition.

·         Ensure contractual activities are completed on time, within budget and with acceptable quality

·         Identify and monitor risks, constraints or escalating issues relating to the management of the program, and inform the hierarchy accordingly

·         participate in the development of technical designs, strategy development, concepts and proposal writing

Objective 2

To provide support technical reports (internal and external) and proposals reflective of government, organization and donor guidelines and ensure timely submission to line management.

Tasks & responsibilities

·         To support Information Management team in providing technical back stopping to implementing partners in generation of data sets and its analysis with regards to health sector.  

·         To follow-up with Field staff on Program trends and routine program data and giving feedback for improvements.

·         Strong Support in all health programming Assessments e.g.  Baseline, Endline and KAP assessments and relevant health survey.

·         To contribute to agency contingency planning for possible health emergency response if required.

·         Up to 50% visits to field for ensuring quality program implementation.

Objective 3

To ensure organizational learning through sector and experience capitalization, research and technical development at mission level

Tasks & responsibilities

·         To foster experience sharing and capitalization of health programs, through technical developments, pilot projects, innovative or little documented approaches, successes/failures, contextual analysis, etc.

·         To support and implement new approaches under health programs proposed by Action Against Hunger or partner organizations.

·         To propose and manage technical developments and/or operational research, if relevant

·         Take an active role in exploring and developing new areas of work and new relationships.

·         Prepare reports in line with the terms of reference for particular projects.

·         Proof-read, format and edit reports.

·         Ensure management of accurate data bases.

·         Organize workshops and other events related to project activities.

·         Comply with all internal policies processes and procedures including financial management systems.

·         Undertake other duties reasonably required by the portfolio leader and country director

Objective 4 (Gender)

To represent the department and the organization at national, regional, or international levels and promote Action Against Hunger’s technical viewpoints, guidelines and methods of work

Tasks & responsibilities

·         In absence of supervisor or as delegated by supervisor, represent Action Against Hunger at national/provincial/field-level and where appropriate, important international technical fora, working groups, workshops and strategic think tanks related to the department;

·         Any other task assigned by line supervisor.

REPORTING RESPONSIBILITIES

Internal National

To support in compilation of monthly, quarterly and annual reports for health programs,

To provide data for the central data base management to the capital office.

To support in compilation of project life cycle documentation reports.

Interdepartmental reporting;

Required reports for GoP.

POSITION REQUIREMENTS

Mandatory

·         A Master degree with minimum 05 years of overall experience and 03 years in relevant field in development sector OR Bachelor's degree in relevant field with minimum 07 years’ overall experience with 05 years in relevant field in development sector

·         Good written and verbal communication in English;

·         Good interpersonal skills

·         Degree in Public Health, MBBS, or relevant degree.

·         Good resource and time management skills

·         Ability to work in a complex structure across partnerships

·         Ability to work independently and with self-motivation

·         Computer literate, knowledge of MS Word and Excel required

·         Willingness to travel frequently

Preference

·         Experience in social reviews of wider organizational approaches

·         Previous experience working in Sindh/KP.

·         Experience within a large national or international organization;

·         Experience working in development projects

·         Experience managing partners/consortiums

·         Experience working on health programs
