Job Description:

I.  JOB SUMMARY:

The Monitoring and Evaluation Specialist (M&E) is a technical support position for the anticipated project ‘Responding to Pakistan’s Internally Displaced (RAPID III) in Care International Pakistan. This project aims to reach two main objectives;

  • Through small scale, short-term grants, support local and international nongovernment organizations (NGOs) in responding to emergency needs throughout Pakistan. The framework created will support quick impact, proven responses to emergency situations appropriate to needs identified immediately after the occurrence of a natural disaster, or as the result of new or ongoing displacement due to conflict. It will be flexible and responsive to changing needs.
  • Strengthen the technical, management, and programmatic skills of local nongovernmental organizations, as well as local disaster management authorities, to increase the quality of their internal operations and their standards of work on the ground.

Under the supervision of the Project Director, the M&E Specialist will set up the M&E System for Project as well as for partners’ / sub grantees and will have ultimate responsibility in maintaining and strengthening the system over time and building capacity of Project team and partners’ / sub grantees staff to utilize the system.

 

II. RESPONSIBILITIES

  • Leading the development of M&E frameworks, tools and research process for the RAPID III project;
  • Manage field data collection processes for Monitoring & Evaluation (M&E) and assist the Project Director to backstop the project’s field operations.
  • Set up and maintain a common electronic and hard copy system for access to key documents such as M&E tools, tracking and reporting forms, monitoring reports, proposals, donor requirements and reports, evaluations and other program information.
  • Assist Project Director in the identification of potential implementation problems and bottlenecks and recommend appropriate strategies to address them.
  • Ensure that project monitoring arrangements comply with OFDA grant agreement and that the provisions of the grant agreement are fully observed;
  • Conduct field visits to periodically assess progress toward achieving objectives, ensure program compliance and effective implementation according to work plans, M&E plans, and proposals while providing recommendations for improvement.
  • Lead the design and delivery of M&E and RAPID III capacity building plan for project staff, together with other sub-recipients, and implementing partners to strengthen their capacity;
  • Review the management information systems of CARE and partners’/Sub grantees and agree on required changes or resources to ensure that data quality standards are monitored and met;
  • Plan, coordinate and provide feedback for project mid-term reviews, annual reviews, evaluations and other relevant research planned in project;
  • Review the quality of existing data sources, the methods of collecting them and the degree to which they will provide good baseline data for mid-term and end of project evaluations; based on this review consult partners to develop approaches to address identified gaps;
  • Prepare Terms of Reference (TOR) for baseline, mid-term, and end-line surveys/research including methodology preparation, sample selection, staff training, and provide overall technical direction for the conduction of the surveys;
  • Ensure regular and timely monitoring reports from project team and partners/ sub grantees by monitoring receipts of progress reports and following up with them on non-reporting
  • Conduct quality control tests on all incoming data and supervise data entry and data cleaning/editing processes
  • Identify and formulate lessons learned and document best practices from review meetings, field visits, evaluations and studies to be integrated into project reports;
  • Collaborate and coordinate with other OFDA, government agencies, NGOs, and other organizations on monitoring and evaluation forums.
  • Participate in external supervision and evaluation missions of the RAPID III and other agencies by facilitating access to M&E data as required
  • Set-up a system and process to collect key lessons of the project and disseminate it to the staff and partners’/ sub grantees

 

III. QUALIFICATIONS

A) EDUCATION/TRAINING

Required:

·         Masters degree in Social Sciences or any other relevant field of study.

 

B) EXPERIENCE:

Required:

·         Minimum 15 years of Monitoring and Evaluation experience in development work, especially with Humanitarian projects of food security, livelihood, health & nutrition, WASH, education, community driven development projects and recovery programs

·         Experience of working in OFDA funded projects and in grants

·         Demonstrated experience in developing assessment tools (e.g. questionnaire, focus group discussions)

·         Demonstrated experience in managing data bases, and knowledge in data analyses.

 

C) TECHNICAL SKILLS

·         Competency in the use of statistical packages like Excel, SPSS,

·         Strong ability to work with team an Ability to lead strategic planning, results-based management and reporting;

·         Ability to lead formulation and monitoring of management projects, work independently and meet tight deadlines.

·         Strong interpersonal and communication skills, teamwork, flexibility, innovation and leadership skills.

 

D) COMPETENCIES

IV. CONTACTS/ KEY RELATIONSHIPS:

The jobholder is expected to collaborate with the key OFDA Focal staff, CARE International staff, implementing partners/ sub grantees, local community, and government counterparts (when relevant and appropriate to the duties of the position).

 

V. WORKING CONDITIONS AND LEVEL OF TRAVEL REQUIRED. 

The post is located in Islamabad with approximately 50% field travel to project sites.
