Job Description:

Consultant Field Engineer- (3 Months )

Under the guidance and supervision of the Project Coordinator, the Consultant Field Engineer will be responsible for the following deliverables;

  • Assist the project team to coordinate with SIDA (Sindh Irrigation and Drainage Authority), regarding the project intervention. Assist project team in obtaining NOC and activity completion certificates from the respective departments.
  • Selection of site, surveying of locations, laser levelling of poles with respect to the bed of river/canal/drainage.
  • Develop a detailed bill of quantities according to the provided rates of services and materials.
  • Develop technical feasibility of sites to drive and assign the nature of technical work and assigning to vendor.
  • Provide inputs to the line manager for the preparation or revision of the design, BoQ, and work plans of civil works as required by the projects.
  • Ensuring the technical support and monitoring of the installation of Early Warning Poles.
  • Daily monitoring of construction/installation work in the field, ensuring engineering compliance in all respects and reporting to the line manager.
  • Inspection of supplies and materials and ensuring that the quality and quantity of materials are according to approved technical specifications.
  • Daily recording of consumed material and services data and reporting to the line manager.
  • Training the community, beneficiaries, and other resource persons regarding the site selection and maintenance of installed early warning poles.
  • Ensuring that the engaged labour in Cesvi work is respecting all the organizational and state laws and policies.
  • Report to and discuss with the line manager any technical issues which may have a direct impact on the general implementation of the project or on the organizations activities in the area
  • Supervise the construction works according to Cesvi policies and directions from the line manager.
  • Planning the supplies and engineering work and assigning them to vendors under the supervision of the line manager.
  • Make sure that good, DRR-compliant, and sustainable construction techniques and quality standards are always applied to the construction works she/he is supervising
  • Contribute to any other phases of the project like community mobilization, activities monitoring and assessment surveys, and data collection.
  • Based on accurate knowledge of Cesvi mandate and country strategy, the field engineer will be requested during the implementation of the field activities and any other phase of the implementation of the project - to help the senior staff to find and propose potential areas and sectors for possible future interventions.
  • Any other job-related tasks assigned by the line manager.

Qualifications:

Education

  • DAE in Civil Engineering or any other relevant position of study.
  • Expertise in DRR, drainage systems, Irrigation, Rivers, and other mega reservoirs of water in the project district.

Experience:

  • Minimum of 03 years of relevant professional experience in a similar position in NGOs/INGOs/UN Agencies.
  • Knowledge of surrounding areas and local context in government systems and infrastructures of drainage, irrigation, rivers, canals, and other mega reservoirs of water.
  • A candidate with experience and knowledge in the same nature of work (installation of Early Warning Poles) will be preferred.

  • Excellent interpersonal communication skills to build link with staff, partners, government officials, donors, and other relevant stakeholders.

  • Ability to confidently represent oneself to high-level officials.

Technical Skills:

Confident and proficient in the use of MS Office, proficiency in Sindhi and English language (written and spoken) is mandatory.
