Job Description:

Background/IRC Summary:


The International Rescue Committee (IRC) is a leading global relief and development organization, working in 42 countries worldwide. IRC has been working in Pakistan for over 30 years, and handles and delivers large, sophisticated programs to meet the needs in health, education, protection, environmental health, and livelihoods for displaced, poor and disaster affected communities. IRC works in partnership with local government and non-governmental organizations and currently works in the Khyber Pakhtunkhwa, Sindh, and Baluchistan Provinces.


Job Overview/Summary:


IRC Pakistan will be implementing five years “leveraging Inclusive WASH for Empowerment in Pakistan (LIFE-Pakistan) project i.e. Water For Women Fund supported by Department of Foreign Affairs and Trade, Australian government.


With an overall goal of gender equitable and socially inclusive WASH services for improved health conditions of marginalized groups, this project aims to directly improve the lives of 168,000 beneficiaries in 75 villages in three districts of KP, Pakistan.


The project will reach its goal through three pillars:


1. Inclusive community level WASH


2. Improved WASH governance


3. Strengthened decision making around WASH


The project will focus on schools and health centers that serve communities, as well as community and household WASH. A process of participatory training and discussion will be utilized to strengthen women’s role in the community and will be supported with life skills training and gender protection programming. Knowledge management and learning through ongoing monitoring, periodic evaluations and research will keep the project on track, provide evidence for advocacy for improving legislative environment, and draw learning for future programming.


Major Responsibilities:



  • Manage a diverse team, setting objectives and fostering a productive and collaborative environment for project delivery.

  • Manage the deliverables with a close eye on program and budgeting.

  • Ensure that activities are delivered in a timely and high-quality way, and effectively address the needs and opportunities presented in the field.

  • Regularly meet with stakeholders, including Government counterparts (PHED and LGRDD), implementing partners and members of the community to assess impact and effectiveness.

  • Periodically review the impact of the project and make course changes, in consultation with country and technical management.


Quality Control



  • Ensure adequate checking and oversight of designs, bills of quantity and other technical documents are in place and operating effectively; conduct periodic spot checks.

  • Ensure that adequate guidelines are in place, and followed, to facilitate the effective supervision of all project activities.

  • Ensure that a good collaboration exists with finance and operations departments; identify and, wherever possible, resolve weaknesses.


Capacity Building



  • Ensure that all staff has accurate and comprehensive job descriptions and that performance evaluations are carried out on schedule and in detail.

  • Prepare or assist with preparation of guidelines and technical briefs as necessary to improve the technical capacity of the EH team. Organize training workshops to improve existing practices and introduce new practices or ideas.

  • Identify training needs and together with the EH Coordinator ensure that each member of the EH team receives regular suitable training (subject to their commitment).

  • Organize the recruitment process for new (or replacement) staff.

  • Liaise with other departments to identify common training needs and organize appropriate training.

  • Seek ways to improve links with other departments, seek opportunities for further partnerships with Govt. line departments to improve performance and efficiency.


Monitoring and Reporting



  • Ensure that all project activities are continually monitored with reference to the relevant action plans, with reviews of progress and budget monthly following the submission of monthly field reports.

  • Prepare monthly, six-monthly and project reports as required. Prepare the relevant technical sections of donor reports and other important external reports, ensure regular submission of monthly work plan in accordance with project DIP and operational plan.

  • Review all reports, stories and other relevant documents received from field teams and component managers.

  • Ensure that Project Implementation Meetings (PIM) are conducted regularly at provincial level and PIM dashboard is updated regularly.

  • Monitor and evaluate program progress, impact, and sustainability in collaboration with the MEAL Manager, via periodic field visits. Ensure that capacity building activities are adequate and effective.

  • Ensure that appropriate action plans are in place, wherever possible within 15 Days of the grant being finalized and signed.


Coordination



  • Attend WASH sector meetings, and coordination meetings with government at provincial and district level

  • Coordinate with PHED and LGRDD for ensuring completion of their activities

  • Represent IRC EH team & projects to visitors, donors in absence of Senior EH Coordinator


Initiating New Projects – where needed



  • Identify potential new project areas in Flood/Conflict affected areas in Khyber Pakhtunkhwa (geographical or intervention type); plan and oversee/conduct assessments where needed

  • Organize the recruitment process for new (or replacement) staff.

  • Ensure that appropriate action plans are in place, wherever possible within 15 Days of the grant being finalized and signed.


Position Reports to: Head of Office, KP (Operationally), Technically (EH Coordinator)


Position directly supervises: WASH Manager, KM Manager, Governance Manager, GESI Manager, District Managers


Job Requirement


Education


Bachelor’s (Hons) / Master’s degree in Engineering, Social Sciences, Environmental Sciences, or any other relevant field from HEC recognized university.


Work Experience



  • Minimum 8 years of managerial experience in project management / Urban and Rural WASH preferably in an INGO/UN environment; Highly skilled candidates could be considered in lieu of desired qualification.

  • Experience in and contextual familiarity with the culture/working environment of Khyber Pakhtunkhwa province

  • Having sound knowledge of CLTS, SLTS and PATS approaches

  • Having strong experience of dealing with Government counter parts and line departments


Demonstrated Skills and Competencies:



  • Strong technical design skills

  • Previous experience in writing EH proposals

  • Fluency in Pashto. Other regional languages an advantage

  • Leadership and Team Management

  • Analytical skills

  • Excellent Report writing and reviewing skills

  • Proposals Technical review and budgeting

  • Managing Partnerships

  • Strong project management, planning, organizational, interpersonal, and communication skills


Language Skills: Must be fluent in Urdu & English languages and preferably with one regional language (Pashto/Hindko/Saraki etc.)
