Job Description:

Contract Nature:  Deliverable Based

Duty Station:  District Peshawar with frequent travel for technical support to other priority districts in Khyber Pakhtunkhwa Province.

Qualification, Experience, Competencies Required:

  • MBBS degree, with post graduate qualification in public health, combined with over 4 years' experience in Health System Strengthening (HSS).
  • An understanding of working in Govt. sector and Quality improvement initiatives/projects.
  • Well versed with IT based work environment.
  • Strong coordination and communication skills.
  • Analytical and problem-solving skills.
  • Fluency in English, Urdu & Pashto is required.

Work Assignment & Deliverables:

1. Desk Reviews:

1.1: Conduct desk reviews of key health related programme documents at Global, Regional, Country and Provincial levels such as: Health Policy 2018 Khyber Pakhtunkhwa, Khyber Pakhtunkhwa Newborn Survival Strategy 2018-2022, Reproductive Health Policy, ENAP, Regional / Country specific QoC documents (Ghana MBFHI guidelines, Tanzania QOC framework), Pakistan’s National Vision on Health, RMNCAH in Pakistan (Challenges & Opportunities), MNCH Standards (WHO), QED QoC Frame-work (WHO & UNICEF), Provincial Consultation QoC Aug 28th 2018), Concept note Center of Excellence, existing provincial reports and other published & unpublished documents on quality of care to assist in developing the QoC frame-work for Khyber Pakhtunkhwa.

1.2: Develop & share ToR for Provincial TWG on QoC and get it endorsed by DoH/HCC with help of UNICEF team.

1.3: Develop & share ToR for District Level QoC Committees.

2. Provincial / Regional Level Meetings & Consultations:

2.1: Conduct orientation meeting with QoC TWG to inform process and discuss the development of QoC framework and its suggested components (Governance, Service Delivery, Community Engagement and Accountability etc.);  

2.2: Conduct Provincial level brainstorming consultation (1) with key Stakeholders for the development of Quality of Care Framework including:

- SITAN QoC / Progress to date,

- Coordination mechanism of stakeholders/roles and responsibilities

- Role of Health Care Commission (HCC)

- Formulation of QOC Cell with TORs, HR requirements, linkages with TWG

- Geographic set-up: Focus Districts/Target Health Facilities

- Establishment of Centers of Excellence (CoE)

-QoC Facility & Community components review

- SWOT Analysis of RMNCAH in the context of QoC

3. District and Community level Field Missions in Focus Districts.

3.1 Conduct field missions to target district/s and its affiliated health facilities to acquire 1st hand information on the programme interventions in place reference to QoC. This will also include identification of QI policy and procedures in place reference to QoC and existence of QI teams.

3.2 Conduct field missions to target communities to acquire 1st hand information on community health services / processes in place, impacting on the RMNCAH, QoC component

4. Final Consultation with Key Stakeholders:

4.1: Draft the Provincial Strategic & Accountability Framework on Quality of Care around time of birth.

4.2: Conduct Provincial level consultation (2) to present the 1st draft of the QoC framework with key components (Governance, Service Delivery, Community Component & Accountability etc.) for its operationalization in focus districts

4.4: Finalize the QoC Framework for Khyber Pakhtunkhwa with Hard & soft copies and Power Point Presentation to DOH.
